How to make a lazy horse active

This may sound really stupid but I ride at a school where there are a couple of really lazy and cheeky horses. I know that they can be active as the do show jumping etc. I only started riding a year ago so I'm still learning but we have now stated cantering. With the lazy horses the lesson can be really stressful I have a stick which I use an the horse my riding instructor even told me to turn it upside down but the horse only takes about three active steps and then slows down and I was wondering if anyone had a way I could keep them active without having to constantly get at them and use a stick cause I don't feel that the lesson is enjoyable for me or for the horse when I have to keep using leg and stick
 
I don't think it helps if you are just learning to canter as you're trying to control your body but having to use leg as well!

Could you maybe book some private lessons or lessons on the lunge to help a bit?

My horse will fall out of canter if you give her half a chance. Hard to comment without seeing your position but for me I do this. Think of being light in your seat, like a feather, hips are going with the movement and pulling up through the top of your head (as I type this I can hear my instructors voice in my head saying "up! up! up!"). Try to think of being light in the seat and not "squashing" the horse down. Then every or every other stride I will give a nudge with my leg to keep the horse going
