How to measure for men's show jacket

Quick question...

My brother has asked for a new show jacket for Christmas which I am hoping to order online and I'm a bit stumped by men's jacket sizing! Is the size the chest measurement in inches? Presumably a little room is not a bad thing (don't want him wrapped so tight he can't move his arms) but I feeling a bit lost.

Any help / advice much appreciated!
 
Yes, typically the chest measurement is in inches. e.g I teeter between 38-40 inches, which keeps me in the Medium size for jackets. For show jackets I think there should be a little bit of room, but most importantly stretch. The one I wear is from Premier Equine (they don't seem to be selling it at the moment) and their Medium was true to size.
 
Thanks guys, we checked a waistcoat from one of his suits and I wrapped a tape measure round him and they both matched so have ordered the jacket!
