How to report old/unwell looking carriage horses in windsor?

I was in Windsor for the day and saw a horse and carriage on the carriage rank - the horse was obviously old, and in pretty poor condition - i don't think it should've been working. Does anyone know who I'd report it to? I've thought about it for ages and I really think something ought to be done!

Just googled carraige horses windsor and the info I found says they are licenced by "The Royal Borough of Windsor and Maidenhead" so I guess a call to them might be a start. Can't be a good image for the tourist trade. www.rbwm.gov.uk

thanks for that. I know - I'm amazed. I'm sure even if you weren't particularly horsey you'd realise they're not in good nick. You'd think in Windsor of all places they'd be particularly tough on regulating it - but apparently not!!
