I bought a 7yo ISH mare in June that did this exact thing, running round with her head in the air. I couldn't safely get out of walk for 3 days. She has 24/7 turn out since June and we've just persisted with riding her every day. She's coming along really nicely now. I have her in a running martingale for jumping but do often school without it now. Kept her in a happy mouth for a while till I wanted to do dressage, now she's in a loose ring lozenge snaffle - didn't want to go down the bitting her up route. We found she went best on the road, on a hard surface she trotted so much calmer. We did lots of work riding on the buckle and some of it was probably just settling in time. After we could walk and trot when I wanted without exploding into another pace, I got a great instructor to help with flatwork.
