Depending on how old your horse is, things like long reining and lunging teaches a horse to be more forward and more active to your voice commands therefore this will help your horse understand better what you asking.

Ground work, the holy grail.

Having a long schooling whip at your side or a lunge whip (if it's a large horse), giving a gentle flick or even just a swish (depending if you horse if familiar with a whip etc) behind the back legs while using your voice often works well for horses that are a bit backward thinking, once the penny drops and they understand (not just being lazy) one 5 minute session this way usually does the trick.
 
She will only be dragged if you drag her. You need to make sure that she walks on and halts to a verbal que rather than tugging! I would ask her to walk and back up with a flick with a whip behind you, then praise lots when she walks on. To halt I would ask for halt, then whoah her with the headcollar to back up what you are asking. As long as you are consistent with what you ask then she will pick up the idea pretty quickly.
 
Loose school her and then do join up. She will hopefully join up in the school with you and walk by the side of you. Practice and time spent I am afraid. Its all part of the relationship with your horse.
