Moved my horses to new yard with the understanding that an arena would be built by the end of the year (last year).

A small paddock was made available to school in until it was ready.

Then the YO was going to put in a lunging circle and then a barn would be made ready as an indoor work and mooch space.

None of the above has happened and I feel I have been enticed under false pretenses.

Understandably I am extremely frustrated with a young horse, and a dressage horse, neither of which I can safely hack on their own.

How would you feel?

Resigned, I think, after several experiences where things were promised which didn't materialise!
Now I'd decide if the yard was right if none of the promised features appear & wouldn't move there unless I was happy with things as they were.

I would be annoyed and looking to move unless the work was clearly scheduled to start. You keep horses to enjoy and it sounds like you can't do that at present.

I would move - if you need the facilities which aren't there and there is no sign of them being built, then you need to find somewhere where you can get what you need.

I have been in the same position. I suppose I felt disappointed, but I do think the YO wanted to have a school built, it just didn't happen.

Yep, been there too. Was on a yard 3 years and promised facilities are still not there 5 years later.

C'est la vie. Its not unusual, planned menages are just that, plans. If its not up and running when you view, either go somewhere else or be prepared to accept the yard as it is. If it actually happens then its a bonus.

I wouldn't go to a yard that didn't have the facilities I needed. Unfortunately people do not do as they say and if you are unable to hack in the mean time go to a yard that has the facilities you need already in place.

I wouldn't go if the facilities weren't already there. I turned down a yard that was going to install lights for the outdoor school, and went to one that already had them.

Personally I never go anywhere on the promise things "will be done". We all know in life how other things get in the way and time runs away with you.
I'd move and start enjoying NOW :)

Disappointed and now looking to move on. Actually, I would feel somewhat like a ...erm...housemouse:p (love that username)
