Last winter/spring I did a lot of work with him on the lunge mostly using draw reins over his back & between his legs to a headcollar, and his neck did improve & bulk up. He's had a lot of time off since september and so seems to have lost a lot of muscle :( He's got quite a scrawny neck anyway so would like to do anything I can to help improve it, especially as we aim to compete at BD this winter :)

He looks lovely if I may say so and that neck will bulk up with your dressage work anyway. I'd just get on and work if I were you, no amount of lungeing with draw/side reins will do what solid ridden flatwork will do. Focus on your lateral work and get him to really engage his quarters and work through, this will work out that top line muscle you're after. Expect a few months of work but it will come and make sure he gets enough protein and calcium in his diet for good muscle development.
