Human fly spray for horses?

Hi,

Does anyone know why human fly sprays can contain up to 50% DEET but I can't find any horse ones that do? I can get lotion in boots with 50% DEET for 9 euro, I was thinking even if I diluted it by half, it still has double the amount of DEET of the expensive spray I get. And I like the idea of a lotion instead of a spray.

Is there any reason why I can't use this on my horse?

Apparently the more deet there is doesn't make it more effective, it makes it last longer. A higher concentration doesn't mean it will work better, just longer.

I use a human roll-on near my gelding's sensitive areas as they tend to attract flies, but I don't want fly spray on them (YUK!)
