hypo allergenic horses ? supplements?

I have a 16.3 Argentinian TB gelding and he is hypo allergenic to just about everything. But we have huge problems with fly bites. He gets bitten to death no matter what we do. We have tried...
-Leaving him to fight them off himself.
-Washing him with insecticidal shampoo
-Fly spraying him within a inch of his life (tried Citronella based & NAF Deet)
-Fly rugs

Nothing works and sometimes the fly bits get so big and bad I can't ride him.

I did find this supplement called Hypo-Allergenic Essentials from EquiFeast

But I was wondering if anyone had any advice/experience on the topic?

Are you certain that they are fly bites? I have a friend whose horse comes up in lumps, believe it or not, when she is fed carrots. Shilasdair on this forum has a horse which is allergic to lots of grass species.

If you are sure it's flies, cattle tags tied into his mane and tail might do the trick. The chemical is absorbed into the horse and comes out all over the skin.
