Dear lord, "vet fees" is one excuse, out and out cruelty and abuse is another all together.
Hopefully the pevious owner will meet a not so nice end too.

Indeed Cayla,I hope so too. Not unlike my little Lucy ,is it..starved,mange ,fleas infected feet ..wrapped up in chicken wire and left at the council tip.Scrotes

There was a case like that here, retriever covered in tumours, emaciated etc. Poor girl should have been put out of her misery years earlier
but they left her in a country lane and let someone else pick up the pieces Ranyhyn

That person needs to be thrown out with the rubbish. Look at that poor dogs face - if that's not a face that just asks WHY, I don't know...
Just have the animal PTS ffs. Even if you have to save up or sell a few things, any living creature deserves that dignity.

Oh my god. How could anyone bear to do it? Why not leave the dog tied up outside a rescue centre or vets surgery?
I hope no other vulnerable creature - or person - ever fall into the power of this - this thing, not even worthy of being called a person.

I cannot comprehend the type of person that would do something like this, surely they would have to be mentally ill to be this callous.
