I've lost count of the amount of B licence only drivers who are looking for something like this that have contacted me over the past few months
 
Sorry for potential stupid question but does that mean you can pull it on a car licence without passing the towing test?

YES - many do with the right towing vehicle and single horse trailer

I am surprised that this site does not have a buy/sell forum for this type of thing - perhaps for members with over X amount of posts so as to prevent commercial interests getting on it

Nope

Downplating just restricts the amount the trailer can legally weigh when fully loaded

A trailer or anything else cannot be given a maximum weight above what it has been designed for but can be given a lower weight than its design weight

There are only a few reasons why a trailer would need to be downplated -
1/ to conform to B licence towing
2/ to keep the combination under a total of 3500 MAM for tacho if for business use
3/ to keep the combination under a total of 3500 MAM for hire and reward operator licence rules
