Stable him from dusk to dawn. And think about investing in a good sweetich rug.
If you get him in a Boett rug he can stay out 24/7 they are brilliant, not cheap but better than anything else on the market http://www.sweet-itch.co.uk/
The worst thing you can do for him is leave him to live out. Mine frets at the mere suggestion of being out any longer than when the midges have appeared, he paces up and down knowing he is going to get nibbled. If you cant keep him in I would seriously consider loaning him to a home that can keep him in at the worst times for you.
