I wonder why???

There's a guy who walks up my lane, that comes from another estate, lets his labador shit an absolute roundabout and then walks it back again, usually yacking away on a bluetooth headset.
I'm building up to tackle him but he is built like a brick shithouse and it's quite obvious where I live.
