For those of you who are having problems with rugs rubbing and making the withers sore (I am currently having the same problem with my high withered TB due to rug pressure) I have made a ring donut (without the jam) from a lightweight draught excluder (for door).
Wilkinsons (Wilko) are currently selling them for under £1 and if you stitch the two ends together and form a horse shoe effect ring donut this will sit on top of your horses withers (stitched end towards ears) and then lay the rug(s) over the top.
You will need to stitch the donut in place (to the rug) or I have tied it on with ribbon/string to the neck cover ring to stop it moving. It certainly works and stops rubbing and lets the sore breath.
This avoids you cutting rugs!
