ideal height to hang a haynet ?

Ideally I know should ideally feed at floor level but I need to use a small holed net. My tie rings are at horse height and my pony is 13.2 obviously too high for him. At what level should I be aiming to hang my nets ? And does anyone have any experience of putting small holed nets on the floor for unshod horses like a hayball ? Thanks

I use small holed nets but pull top tight, knot the cord and thread inside to the bottom and knot then attach at the top to a short piece of rope and a dog clip which is attached to the bottom of the manger and leave it on the floor. Works well for my two
