I'm a bit off Fugly (she misfires sometimes and has actually, I read, caused a lot of horses to be slaughtered by siccing her mob of supporters on the wrong target...). Better if someone sent the owner a calm email saying, "this is how much your horse should weigh, these are the health problems, you don't need to feed it." I haven't got huge faith in the US animal welfare system, so probably not much use reporting them. It's leagues behind the British one.
