illegal farriery!

Maybe there is grandfather rights and older boys didn't need to register? Maybe if you feel you have a good enough reputation there isn't any benefit to paying the dues, or if you have to do regular professional development it isn't something they want to get involved in. There are probably good farriers that may have their reasons. I'd ask him, it may get him thinking and if there is a training need hopefully he'll recognise this and get support from the association.
 
He's my age, thirties.. So I doubt he has grandfather rights. As a person, he's good fun and generally a nice bloke. I've had my concerns regarding the shoeing for past few visits... I felt as if they were put on to come off sooner rather than later. Initially I thought I was being a little paranoid... Until my hubby (non horsey) asked me when they were due as they're feet looked overgrown, id had them done two days previous... Hubby just told me not to worry, that I wouldn't hesitate to use a different dentist for me if I wasn't happy, so why would farriers be any different.
