I'm confused, please help! Public liability insurance including emergency vet cover when rider is under 18?

Hi, here's the situation. I need public liability insurance (which we used to have through Pony Club but we haven't renewed the membership). My daughter is under 16 and the main handler of our horse, though I will handle her too on occasions. Horse is mostly retired but can still do a bit of hacking, and my daughter is the only rider. The horse has so many exclusions now that I'm going to cancel my KBIS veterinary insurance but would still like some emergency vet fee cover.

I've found young rider options which sound ideal except I can't seem to add vet cover. Seems like I can only add vet cover if I'm the main policy holder, but then to get cover for my daughter as rider I need a "family" option which seems unnecessary. Any ideas?

A catastrophe cover policy with public liability added on?
Thanks, just slightly expanded my explanation above. Catastrophe cover that I've looked at seems to be nearly as expensive as what I'm paying now, much more than adding emergency vet fees onto a PL policy (which seems very odd...). Hence thinking I must be missing something!
