Not only should you report to police but write to your councillor!!!!!

I also would report it. I have found that the police here will often deliver a warning where they feel it is warranted. Having a call or a knock on the door from a police officer may make her more careful next time.

It is not quite the same thing, but whenever there is a local kid that does something - the police if called note it next to their name. The may be no charge or action taken, but they build up a file on those that there are complaints about. I guess, if they get repeated complaints, they would consider whether further action needed to be taken.
