In BE 92 dressage test what are steps

Can any one help? In dressage test for BE 92 it says walk for between 3 -7 steps, do you count a whole stride like 1,2,3,4 for each leg or do you count 1,2 just the front legs. I am bewildered as on one of the walks they said I had done too many steps but the other was okay. I thought I had done the same for each

you count each footfall, the distance you would walk is about 1 horses length

I tend to use the principle that a step is each time a shoulder moves forward so by the time each shoulder moves forward that would be two steps.
