I think one strap is possibly from the excess stirrup leather.
One could be a velcro strap to support the leg, that's a teeny young rider.

I did a class like that when I was about 7 or 8 in Germantown Tennessee, but my pony was busy doing a Hunter class with my sister so I was plonked on my friends 17.2 showjumper. Wish I could find the photo!

No I think you needed the word pony in that.
Though these days even that could bring up some pretty strange things.
I do recall searching for horse boot and didn't necessarily get the types I meant.

I've tried both Lead Rein outfits and waistcoats, both look smart just depends what type of pony your showing as you want to 'show them off'. My Lead Rein outfit is an Equetech one like this https://www.equetech.com/equestrian...-wear/studham-deluxe-tweed-leaders-jacket-hat . Just depends what you feel most comfortable in though too, as if your more comfortable you'll be happier and show better.
