Infection/fungus on cannon bone?

Horse has had a strange infection/fungus/bacteria or something along those lines on both if his hind cannons for about 3 months.

It is not painful, no swelling and he isn't lame.
It pretty awful to look at. It's sort of grease and flakey. If you try and pick the grease off the hair etc comes off too. I have also tried rubbing the skin but if you remove the grease the skin underneath is quite raw and irritated.
It isn't anywhere else except the cannon bones but just won't go away!

I've tried hibiscrub on vets advice but that didn't work. I have also tried sudocrem which didn't work either. Any ideas to clear this up?

It has got a little better but it leaves scabs that look like dry skin and the hair won't grow back owe the area.
Has anyone heard of this before?
