Not sure about London Victoria or even if they'll do freelance but you could try Hyde Park Stables (Google them).

If they can't help, they might know someone who can. Good luck

Apparrently the stables around the area don't teach people on their own horses - is a nightmare trying to find someone who is freelance who would be willing to go to the yard...
