Insurance needed?

A friend of mine (non horsey!) has recently started helping a local lady hack her horse out on the road. I think she’s either leading the lady on her horse, or is leading a little pony alongside. The lady is very nervous so just wants somebody around when she’s hacking a couple of times a week.
But I’m wondering, do you think my friend should have some kind of insurance? Public liability or something? Or would she be covered by the horses insurance if something happened? I don’t know the lady personally to know if her horses are actually insured to be honest.
