If your dog which is on the lead is attacked out of nowhere by another off the lead dog resulting in a day at the vets, lots of stitches and a £400 bill, do you claim off your own insurance and ask the other dogs owner to pay the excess or do you claim from the other persons insurance - assuming that is they have insurance!
 
Claim from the other owner and report them to your local dog warden, whether they have insurance or not. Ask other dog owners in the area if they've had any problems with the mother dog too. It might need the owner to keep their dog muzzled when out in public...
 
You should claim off the other person's insurance. If they don't have pet insurance but have home and contents insurance, 3rd party liability for the dog would be covered under that. If they don't have any insurance then unfortunately you would be left to claim off your own.
