Unless your rich and don't mind paying out huge vet bills :D, you could join the BHS as a gold member and covered 3rd party.

If you compete or your hacking on the public roads, you need to have some form of insurance should you cause an accident or damage someone's property or vehical or injure someone.
 
Depends if you can afford to pay vets bills if your horse falls ill or gets injured.

Might be worth getting third party liability cover as a minimum - if your horse escapes and maims a child or smashes through someones ferrari, YOU will be personally liable if you get sued. £1m of cover is something like £18 for a year if you get it added to an existing policy (I know this because I have just done so).
 
yes yes yes very important that you have public liability insurance at least.
best place to get it is join British Hors Society (BHS) as a gold member this will give you protection if your horse causes an accident, (you can get cheeper membership by joining at big horse events where the BHS have a stand, usually get 20% off.

then if you want other things covered such as vets bills, tack, loss of use etc etc (the list is endless) then you will need to go with a different insurer (they can also give you public liability insurance but I have found it works out cheeper to get this via BHS)
I am with SEIB another good one is NFU lots of people gan give you recomendations on whiich are the better companies (maybe start another thread on that one)
