Thats my exact point if you read what I put third party would pay and public liability would not!! That is the subtle difference between the two!!!

Please point to me any insurance policy document or website where you are obtaining your information that they differ.
If you are legally liable then both public liability and third party liability will pay out. If you are not legally liable, neither will pay out. The legal liability does not, and cannot, differ depending on a word written on an insurance policy.
The public is the third party, the two terms are interchangeable.
For those who are still confused, here's what it means:
First party - the person paying for the insurance
Second party - the insurance company
Third party - any person (member of the public) or organisation making a claim against you.
You can, like the OP, be morally responsible for an accident, but legally not responsible at all. And in that case, no insurance will pay out, and if you feel bad about it you will need to find the money to fix the problem yourself.
