Intermittent cough

My horse has been coughing on and off now for a few weeks. I have had the vet out and hes had a course of anti-b's and have been soaking his hay (and feeding off the floor). Its not a bad cough, some days he doesnt seem to cough at all. Today I lunged him and he was fine, yesterday hacked him and he coughed a couple of times when we set off but then nothing. He doesnt have a runny nose either. I have been giving him a NAF supplement, but not sure if its making any difference. Any suggestions?
 
Sparky does this. I have not changed him from straw, although maybe should but he is only in another couple of weeks but changed to haylage and it has virtually vanished, just when I am in a dusty school he does cough a small amount.
 
Hes on shavings and rubber matting anyway, plus he cant have haylage because he gets too fat off it (plus theres only him so wouldnt get through it quick enough).
