Irish Horse Board?

Does anyone know the address or phone number of the Irish Horse Board? I need to send Carlys passport away for change of ownership details and to name her.
The number I have doesn't work and I can't locate another.
Also, what is the cost to change these details?

you need the international code instead of the 01. Dont know what it is though
