I was just walking along a busy city street to get lunch and saw two border collies, one with no collar, the other with a lead dragging along the floor with the other dog's collar attached to it. Both wandering aimlessly, not obviously with anyone. Various suit-types rushing past, looking at them in bewilderment. The dog with the lead dragging wandered up the pavement about 10 metres ahead of me and turned left down a side street, the collarless dog was loitering but going up to the people rushing past. So I did the only normal thing - stopped and said hello to the collarless dog. Very friendly so I stroked the back of it's neck, ready to grab it if needed, in the meantime the other dog has wandered back and come to say hello too. Out of nowhere, an angry voice says "Excuse me, leave my dogs alone" and I spotted a man standing between two parked cars (so IN the road), on his phone. I was honestly speechless, and only managed to say something about the collar dragging on the floor, which he claimed was fine (whilst still on the phone), then I finally got my wits together and sternly told him he was lucky they weren't run over. No point to this post really, other than needing to tell someone how furious I was! How dare he be angry at me when he was oblivious to his lovely dogs out of control on a busy road! Grrr!
