Irritated eyes -advice please?

Hello, I am wondering if anyone could give me some advice. When turned out for the summer my horse get runny eyes. The area around the eye (towards the inside) looks quite bald, almost chapped from the wind. There is no infection, only some irritation. Fly/UV masks doesn't seem to help. If anyone has any useful tips I'd've grateful- thanks :)

My last mare used to get this and I just gently washed the area with salt water (obviously not getting it in the eye!) to try and help. Vets were unconcerned and was told not to worry unless eyes were red or looked swollen/infected. I just put on a fly mask and sponged some fly spray onto her forehead and down the centre of her nose to try and help.

If you are concerned, call a vet, you can never be too careful with eyes!
 
My small pony gets inflamed eyes at times. saw the vet twice and ruled out uveitis, seems to be a slightly wonky eyelid that doesn't close tightly enough to protect from flies and wind. We are managing now with a close fitting fly mask, bathing with Optrex and Maxitrol ointment if she has a flare up.
