is 15.3hh too small for me?

Think it comes down to conformation and how horse naturally carrys themselves (uphill) when moving or if they are going correctly in a more advanced outline so to speak and stand proud rather a horse with a poorly set neck and shoulders etc.
 
I'm 6ft & this is me & my boy who is just short of 15hh, if anyone tells me I am too big for him I tell 'em where to go :D

If it's a full-up 15.3 with a good front on him, then you should be fine?

But tbh ideally i'd say 16.1+..... but if you've found a great horse who's 15.3, go for it!
 
My 5'10" friend rides my 13.2 cob and look perfect on him. Its all about the horses body size. No-one ever believes us when we tell them the pony is only 13.2hh.
 
I had the ride on a 15.2hh (15.3hh on Tippytoes) PRE and I'm 5"9 with a long body, and used to be quite chunky.

I think I looked ok on him - especially as he filled out!

saying that I DO prefer 16.2hh upwards, but Lumi felt bigger than he was - probably that neck!
 
I think you should be fine, I'm about 5ft9 with long legs and my horse is 15.3 ISH, I would post a picture but I have no idea how. I think it depends on your and your horse conformation and if you feel comfortable,
personally for myself doing dressage I wouldn't want something smaller
