Is he fully grown?

I have a 4 yr old, will be 5 in June, gelding. He is currently 14.1hh and wondered if he has finished growing or would you expect him to grow anymore?
His mum is a dartmoor and she is 13hh and his dad is a welsh D and is 15.2.
I don't know if this makes any difference but he also has a half brother (same mum) who is fully grown at 15.2.
Some people have said to me he has stopped and will just fill out, where as others have said he will grow a bit more, so just wondered what peoples opinions were on here?

Probably wont grow much more- but will fill out- probably till hes 6. If your really lucky he may finish at 14.2hh is he was a late starter.
 
They tend to keep growing and filling out until late 6yr olds but it slows down dramatically so he may grow another couple of inches. Is he still croup high by more than 2"?
 
I would expect him to grow an inch or so more over the next 2 years.
