Is it fair that YO's can keep paddocks exclusively for themselves?

slightly OT but what also annoys me is liveries who think YO are not ment to make a profit.

One of my liveries once mentioned to my OH that she couldn't pay for another two weeks, he blithely replied "Oh, that's fine, I'm sure your horse can go for a fortnight without his hay in that case" He was actually joking I hasten to add, but oddly enough we got paid the next day
