Is it legal?

They even do it with older horses who are used to it.
we used to do that with 2 arabs in the woods. OH would ride his horse away, I would remove my bridle, walk off to follow OH and mine would just graze where he was, then mine would see his friend go out of sight a long way away and belt off. They loved it.

It is all about context as Widgeon says. What I can do in my area is not what someone could do in another. Things other people do in their areas may be impossible here. Horses get used to different things and it depends on the horse. Some horses would be a total nightmare with a foal at foot, for others they would just all plod along happily having done it many times before.
Riders also have differing abilities and levels of control.

On a different note I think it is a shame that we are so overcrowded in this country and for many the opportunities of continually taking your foal out riding with mum are not possible. That must do the foal so much good.

If its the person I am thinking of then the roads in question are very quiet and the distance very short

Looking at where you are it isn't going to be the same person, and with where I saw them and where I know they wre going it would be at least a couple of miles on the roads.
