Is this a photo or a painting?

There's a photo of a horse that's been posted on Facebook of a pony saying that he has been dumped in South Wales, a few people have commented saying that it looks like a painting. What do you all think I can't quite decide.

Thanks. Saw a few people had commented on different pages saying that its a painting. Then when I looked at it again I thought yeh maybe it is.
