Is this a sarcoid or skin tag?

I'm looking at a horse for sale that has this above the eye. It has only been there this year and previously never had them (I spoke to old owners to confirm) the horse did start living out with cows the past year. Is this a sarcoid or a skin tag?

There is some thought that Sarcoids are caused by some virus spread by flies that has something to do with cows
