Mare is out 24/7 but grazing not that great, bit of grass but not a lot.

Out with 4 other horses, whose owners do NOT want to hay yet.

So she is getting 1 and 1/2 round scoops safe and sound with vits and mins in AM. And 1 and 1/2 round scoops of safe and sound 12 hours later in the evening.

When brought in and groomed/tacked/ridden etc she gets a haylage net.

You also need to weigh the feed. We have no idea WHAT scoops you are using!

As TGM says, what's her condition and has it changed in the last month or so?

I dont think it is too much but it is a feed for laminitics so will not really help with weight gain, if she does ok on it until she can have hay that should be fine for now.
Maybe look at something higher in calories that you can feed if she loses more weight.

You don't mention how big she is or how much work she is in?
I'm a big fan of trying to provide as much fibre as possible in the winter months to give slow release energy. Maybe give her fibre cubes with some vitamins and oil for condition building. If she's in medium to hard work then I'd probably look at some condition building cubes/mix to add to her feed. But really I can't understand why the other horse owner's aren't willing to be giving additional hay in the field if the grazing is poor/below adequate? At this time of year I would expect most horse's need additional forage during the day unless the grazing is untouched from the summer.

If she was a barrel in the summer and now she's on the lean side, i'd be feeding ad-lib haylage right now before she gets any worse. It could be a long, harsh winter and it doesn't sound like she's doing too well at the moment.

Could you not bring her in either all day or all night with as much haylage as she can eat until everyone else is feeding haylage?

If she is starting to lose too much weight then you probably want to be feeding something a bit more calorific than Safe and Sound as it is a low calorie feed. You don't say how big she is, but because Safe and Sound has a short chop formulation it is quite 'fluffy' so a scoop doesn't actually weigh that much.

Ideally, you want to up the hay/haylage as much as you can, but if that is not possible then I would look at swapping the Safe and Sound to some sort of dried grass product, either a grass chaff or soaked grass pellets. This will still be fibre-based but more calorific. Can't give an idea of quantities as we don't know how big she is!

Monitor her condition every week to see whether she is gaining, maintaining or losing, and adjust the quantities accordingly.
