After 20 years of not owning a horse I am buying my 2nd horse , last one died 1987, The one I am interested in is 15 hands TB mare 12 years old. Has done polocross and club activities and has 3 good paces and jumps v well and carefull.
with tack and rugs and vet cert they are asking 3000 now I am no expert in prices but thought this ok till a well meaning non horsey pal stuck her nose in, now I am thinking is this a fair price, I got them to move from 3400. Advice and views will help.

Sounds reasonable to me, especially if tack and rugs are included. Presumably they are of good quality and thats worth a lot as to go out and buy is incredibly expensive. As you got them to come down in price I think you have a good deal. If the mare ticks all the boxes and is good in traffic, then I dont think you can go wrong. At 12yrs old she should be experienced enough to look after you after a gap. I had a 22yr gap and found that an awful lot of things had changed and the supplements etc that are now available are amazing.

Good luck with your new friend.!
