Is this reportable?

Yes the goats definitely need a place out of the rain even so they are very sensitive to cold our goat got pneumonia and had to wear a t shirt jumper and rug for a while. She did have a stable was free range and could come and go as she pleased she was evil with the kids in spite of being bottle reared she thought nothing of knocking them off their feet at every available opportunity. She had a line and chain when out in the garden in the summer
 
There is a herd of goats that live on the moors around Lynton on the edge of Exmoor.
If there are hedges around the field these will provide shelter and having plenty of food will also help keep them warm. I wouldn't be ringing anyone yet but would just keep an eye on the situation.
 
Its exceptionally wet at the moment and many owners are having to do the best with their situation if the animals are well feed which they seem to be and a good weight, I certainly wouldn't be reporting them yet I would just keep an eye on their weight.
