Is this the sign of a tight saddle?

Right - I'm full of questions today (this will be query post 2 of 3)
I had my saddles checked and adjusted in October but I'm now starting to think my dressage saddle may be too tight on my mare's shoulders.
Both saddles are Wintecs with the same gullets (x wide) but I'm concerned about the dressage one
Visible signs:
a) When you take the saddle off the hair behind her shoulderblade is ruffled / rucked up (particularly noticable as she has her winter coat). I should have taken a photo this morning but only thought of that after I'd brushed her off.
b) Even though I correctly position the numnah every time and secure it with all the straps it sometime gets pulled back and down by the action of her shoulder (ie it gets pulled tight down on her withers and the front edge near the knee rolls gets pulled back under the saddle)

Behavioural signs:
a) She seems more stuffy in the dressage saddle and doesn't like to 'open up'
b) She sometimes stops and plants and refuses to go forward when schooling.

When the saddle was checked in October the saddler said it was tipping forwards too much (you could see it wasn't sitting on her back properly and would lift up at the back). To rectify this the saddler lifted the front by re-flocking it. I wonder if this has now caused another problem.

Thoughts please.......?
 
Ruffled hair is usually a sign of movement, might be pressure. If it wasn't a Wintec I'd run through my normal way of testing pressure - saddles aren't really every "too tight", they are just too narrow or too wide which both pressure points and might cause movement. The Wintec always feels like it is too wide, pressure at the top of the panel, which is why I'm not a fan.

Definitely get the fitter back out.
