Itchy back legs

My 6yo irish draught seems to be really itchy at the moment, esp on his back legs. He will regularly turn round and chew his hind legs or itch his stifle or even inner thigh with his teeth (like some sort of pony contortionist!). He had a full clip with legs left on. He is quite a sensitive ginger with delicate skin. Just wondered if anyone had experiments experience of this type of thing in a non- hairy / non-native type.

He's fed hifi lite, spillers lite and lean balancer and hay.

Legs are a hard spot but can you get a good look at his skin?
This year, my 16 yr old ID had a very itchy tail, worm count fine. She had dandruff so Aldi’s finest anti-dandruff once a week solved it.
Hope it’s something simple for you!
 
Check the colour of his wee to rule out any urinary issues. My ISH that started lifting his back legs to scratch around his sheath area (like some sort of pony contortionist) was dehydrated due to renal issues. I can only assume it was like a painful cystitis type issue, I was amazed he could reach under there!
 
If he comes in, what bedding is he on? Mine was like that on straw, but stopped when I switched to shavings and hasn't done it since
