Itchy boy!!

Hi Guys
everytime i take Anakans rug off he bites himself

Anybody elses horse do this???
Hes only in a medium weight new zealand but im about to change it to a light weight as its really mild at the moment. He has got a full coat although its not really that thick.
Hes in at the moment because hes injured his fetlock, so ive put a really lightweight stable rug on, so hes not over heating, im taking it off during the day and as soon as i take it off hes biting himself like mad, he was the same last year

he gets brushed almost every day so hes not dusty or scurfy,
Any ideas please, i hate seeing him do it. Got vet coming out to him again tomorrow so im going to ask him what he thinks.

My friends horse does the sma enad whenever I treat her she goes mad and grooms me as so itchy.

Hers was triggered off by being on a high protein diet a couple of years ago. She is better now shes off it but still a little itchy.

Could it be protein? Or anything like lice?

i have a little welsh a that does it, he gets scabs from biting himself, i have started to leave his off for a few hours each day to let him get the air to his skin abit... little bugger heads straight for the mud though!
