Itchy dog - what could it be?

My new dog seems very itchy and does quite a bit of scratching. He was treated with a flea preparation by the vet at the rescue kennels about 10 days ago. There is no evidence of fleas, skin damage or anything else. He's a cairn or possibly border terrier cross and has a mid-length, very rough kind of coat (he makes me itch if I cuddle him too close to my neck or chest, although my husband doesnt have any kind of reaction to his hair). Does anyone have any ideas what could be making him itch? Are there any recommendations for shampoo for him?

He's eating James WEllbeloved kibble.

A friend has suggested trying piriton tablets for humans in case it was an allergy but she wasnt sure how many he should have. He weighs 7.9kg.
 
Dex became very itchy as soon as the grass started to grow- and he like a wally started rolling around in it.... vet can advise on piriton dosage.
 
If he's a Border x, give his coat a good combing through/stripping to get rid of any dead hair as they often scratch when changing coats. He also could be too hot in your house, that's another reason or as said before, it could be the food. It could also be allergy related. Our old Border was allergic to hay and straw (very handy!) and other plants but only in the warm weather so he used to have sulphur tablets in a piece of cheese when necessary which cleared him up in no time. We only gave them when he needed them otherwise there was a chance he'd become immune to them. Got ours from the natural section of the chemists, 100 tablets for less than a fiver, one a day when needed. You can also get rock sulphur from the petshop to put in the water bowl.
I sometimes wonder if sulphur would be any good for sweet itch as the relief it gave him was amazing.
 
My dog is on low-protein dry food with raw days, four Piriton a day and sulphur in water which has stabilised his itching, he took most of the hair on his underside off.
