Itchy foal

For the last month or so my 4 month foal has been very itchy. She rolls as soon as she goes out normally in the muddiest spot, and is always biting at her sides and scratching herself with a hind leg. Over the weekend her forelock has gone. I'm not certain she has rubbed it off as other foal could possibly have chewed it but i have seen her rubbing her head in the stable. What could it be, midgies have been about in the milder weather, can foals develop sweet itch. Tail is ok, no sign of rubbing there as yet. No sign of creepy crawlies. Could it be food related? She picks at her mums feed, but doesn't get much.
 
she mit just be losin her coat my foal is the same age he has rubbed his neck and back legs out coz his fluffy winter coalt is on its way and he is really itchy if you can try usin one of them brushes that pull out lose hair see if that helps
 
Is it rain scold? My foal had this when I bought her and lost most her coat.

Not teaching you to suck eggs but they are grey scabs and if you pick them off they leave pink skin underneath its a bacterial infection and caused me no end of problems.
