Itchy mare

My mare has starting itching - no change in feed, bedding or routine.
It's just behind the saddle and feels like little clumps (which feel greasy) and have hair attached. No washed numnah in anything different.

Do the scabs pick off in tufts like mudfever scabs??. My old mare suffered from these every winter as she got older. Never got to the bottom of it but she loved me to pick them off and then bath im Maleseb shampoo. She looked really motheaten and it was actually easier to clip her right out to bath her. It always started after I started rugging her, what ever rug I tried and I think it was something to do with the scurf build up in a thick coat. I did try to keep her cool but as I said never worked it out after trying different hay/haylege/feed/rugs/bedding etc, even a couorse of steroids did nothing.
Every spring it stopped.

Could it be old sweat from the numnah that's built up, it's easily missed if they have a thick coat?
