Itchy pony when coat long/shedding?

Hi all - our little unicorn pony is now 5 and he’s amazing however when we had him he was very itchy. Treated him for mites etc and had vet out but nothing found, just said it was his coat shedding. He was def better with a hard core shedding session but was really itchy until all winter coat came off.
Now we are heading back into autum/winter () and his coat is growing again, the itching has re started. Anyone had this issue and not had to fully clip? I fear this is my only option!

I would just clip him to make him comfortable.

I also would clip, where is the itchiest spots? Maybe try a bib clip to start with, see if that makes any difference at all and if not, whip it off

We had a mini Shetland and we were told it had sweet itch, but the only time it actually itched was coat shedding, I gave an antihistamine during shedding and that seemed to help!
