Itchy pony with scaly patches on face

Thought our pony was just itchy due to fantastically huge winter coat but having inspected him closely at the weekend he seems to have dry scaly patches on his face which he's obviously been rubbing. My first thought was lice but absolutely no sign of the little critters and I don't want to smother him in powder if that isn't the problem.

Any ideas? Patches are dry, not swollen or bleeding and he's less itchy than he was but still obviously not right. One other patch on his chest but nothing on mane, tail etc.

You could try a very diluted solution wash of Hibiscrub perhaps 2 or 3 times over a week. My pony is sweat itchy but also has itched in the winter on patches of her body, not classic sweat itch area. This is with a great fly sheet on so midges can't access the parts she is itching. The scrub does the trick so could be a fungus or such like. I have also put her on brewers yeast this winter and no scratching. But you may not need to bother with this if your horse doesn't itch too much
 
We have a similar case with a riding school pony. Vet for us advised imaverol to rule out ringworm or other fungus infection. I've seen a lot of ringworm cases and none like this but worth a go?
 
...a little iodine spray dabbed onto area is also good for ringworm. If this doesn't work then fork our for the imaverol. My filly has had ringworm too and I have used both and both worked (on different occasions). May save you a bit.
