I'm thinking the only answer to my horse's intense itching can be lice (although I haven't actually identified any).

Can I give Ivermectin only a couple of weeks after Equest? Do I still need to use dusting powder as well? If it turns out not to be lice, will I have done any harm giving Ivermectin unnecessarily?

I've fortunately never had to deal with lice before so don't know much about it and would be grateful for some advice!

Most over the counter dusting powders are only repellents. You should be able to see the lice in the hair and if they are there you need a permethrin based product to kill them and over several weeks to kill the larvae.

I have heard of Ivermectin being used in the US for lice, but as a topical application to the skin in powder form not orally. I would contact your vet for some advice.
 
usually lice are visible to the naked eye (although you do have to look very closely), a shot of dectomax (for treatment of cows) is good (sometimes 2 shots are needed), but no, you'll have to wait if you've used equest - but you would have to wait to use ivermectin powder too. your vet will be able to advise you - and advice is usually free!!!!
 
A far as I know ivermectin won't work to treat external parasites unless given as a subcutaneous injection (or powder - never come across that before but sounds good). Don't bother giving any oral treatments, consult a vet. As a&t said, the advice should be free :)
 
You should not give ivermectin for 13 weeks after giving moxidectin although you are unlikely to reach toxic levels as a triple dose of ivermectin is safe. However the best treatment for lice is deosect which is a liquid you dilute and spray/pour on. Dectomax injections should be reserved for mites they are over kill for lice. If your horse is mainly itchy on its legs it is more likely to have mites. You really should at least speak to your vets before doing any treatment.
