How do they monitor this though?
I have known poeple banned from keeping animals and being fined costs but never having to spend out a penny and having new animals the next day despite reporting to police and welfare authorities???

Nothing, other than leaving him in a barn of his own $h!t to starve to death and then rott, would have been harsh enough!
